Taking account of climate and circular economy considerations in public procurement: SPPN 1/2021

We have issued a new Scottish Procurement policy note 1/2021.

The global climate emergency is a strategic national priority and forms a central tenet of a green recovery. This policy note clarifies the expectations on public bodies in respect to climate and circular economy considerations.

It covers new regulations introduced in November 2020 that require Scottish public bodies to report on, where applicable, “targets for reducing indirect emissions of greenhouse gases” by 2022. As well as the expectation on public bodies to include in their Procurement Strategies how they will prioritise the climate and circular economy in their activity.

Based on the National Performance Framework, our Sustainable Procurement Tools are available to all public bodies. They include indicators and guidance to support Scottish public sector buyers in considering and acting on a number of climate change considerations.
